Buying coins before or after ICO both have their pro and cons. The factor that determine ranges from the current market to the supporters of the project and many more. If it is a good project most probably you will not be able to get the coins at good value after ICO however there is still a chance that you are able to get the coins at good value after ICO if the market is bad. Buying coins before ICO can secure the coins you will be getting regardless of the market supply and demand factor.

These days in bear market buying after ico is more profitable than investing icos because you can see to many icos under that ico price. You now in bear market people dont want to buy new coins and people dont have big amount of money in bear market. Because of that investors  dont want to buy more coins and because of supply and demand coins values decreasing in exchanges. I am not generally buying new ico tokens from exchanges. I think buying strong altcoins more safe for now. But if you really want to buy that please buy from exchanges.

Depending on the project ... buy when ico gets a purchase bonus of up to 50%. Things that usually happen to ico tokens experience a drop when they are exchanged. the number of sales occurs because of airdrop and bounty. you need to be patient until prices recover.

Step 1. Buy tokens during private sale, presale, or main token sale
Step 2. Sell immediately after listing at a profit
Step 3. Buy back at a lower price

If you can apply the same steps above, then buying before or during ICO is a good decision.

You can not practically but the tokens before ICO. However, the price of the coin is related to the project owners since they are the ones who are making agreements with the exchanges and giving away some of the coins to the bounty hunters. What am I trying to say is, it is related to the metrics either.

It really depends, now ICO are in a big crysis so most of ICO prices falls after ICO but if market will change it can be convenient to buy during ICO or better in PRESALE if you believe in that project.

Before ICO? Do you mean before main sale? Why don't just write "During ICO or After ICO".
I think to buy during ICO is very recommended. You can contribute to the success of ICO and get much discounts up to 50%. Even if there are a lot of ICO tokens/coins falling after listing on exchanges, buying during ICO is still the first choice for me.

Currently, its cheaper buying most coins after ico because of dumps but this is not entirely true if the project has some real value with good publicity and better market so a lot of factors can determine the answers you search

I think it's okay to purchase before ico then after ico you can sell your purchase token because the price is rise to gain profits of it after ico, and wait till the price go down for several days and buy back if you want to hold again.

It's better Investing before ico but if the project tend to do airdrop it's better you buy after ico from dumpers
