Calm down, man, I think we can find out reason.
In my opinion we have 2 cases of 1 pointless bounty campaign:
+ Before/during the ICO: the project team want to launch a bounty campaign to attract investors during the ICO, then team will disappear with the full amount raised;
+ After the ICO ends: the token price is too low, the project team or the holders themselves think that a bounty campaign will be an effective marketing way to increase buying pressure and token price. They want to sell tokens at a high price

Bounty manager will support them, for money or to much of money.
As you can see, the ultimate goal is to have more money poured into the project and into the pockets of some people. Money is their real purpose, not the fate of project.
