I have said, boxers need to make weight during the fight night, no excuses. If he chooses to pay fines that is ok, however, doesn't look that great if you asked me. Because that's one criteria of a great boxer, they will always or should always make the weight. And that is the very reason why there are weight classes, so that it will be fair for all parties. So yes, if he is not able to fight in Japan there are other places as well, like Saudi if his HE Turk is willing to take risk on smaller weight class. Or just go and fight in his native country the Philippines.
I also don't like fighters who cannot make weight; it shows a lack of discipline, There should be monitoring of the weight and from this we can see how the team motivate and manages their fighter's condition.
The boxing organizations have done their part; they do not sanction championship fight where one
fighter exceed the weight limit, which means the one who exceed cannot win a title, and they also impose heavy penalties, its really on the boxer if he can't make weight, then go to the next division
Boxers should respect the weight category.
